Console Codes
To enable console in single player, open up the config.cfg file with a
text editor. (Should be located in Steam > steamapps > common > call of
duty black ops > players. Once open, find "seta monkeytoy" and set it to
0. After that, hitting the ~ key should open the console in single player.
